Deputy General Counsel

The Illinois Department of Public Health seeks a qualified attorney to serve as Deputy General Counsel. The Deputy General Counsel oversees legal staff and provides legal services for the Illinois Department of Public Health. As a full line supervisor, and working under the supervision of the General Counsel, the Deputy General Counsel is responsible for assigning and reviewing the work of subordinates; providing guidance and training to staff; administering the performance evaluation system which includes counseling, the assessment of goals/objectives and recommending and imposing discipline.

The candidate selected will also serve as a Department attorney in administrative hearings, including the preparation of notices, motions, complains, orders and similar legal documents and in the presentation of oral and written evidence at such administrative hearings. The Deputy General Counsel may also be assigned by the Department to act as a liaison with the United States Attorney’s Office, Attorney General’s Office, Corporate Counsel (City of Chicago) and States Attorneys of the counties in Illinois and coordinate the communication of pertinent information regarding policies, procedures, etc., between Offices.

SPECIAL SKILLS OR LICENSURE:
This position requires a license to practice law in the State of Illinois. This is a leadership position that requires a strong working manager with excellent organizational and interpersonal skills. Additional requirements include a 4 year college degree; a license to practice law in Illinois, 4 years professional experience practicing law; litigation experience preferred, thorough knowledge of common law, Federal and State laws and regulations pertaining to the agency programs; extensive knowledge of judicial and quasi-judicial and administrative procedures and the rules at all judicial levels; and knowledge of legal methods, practices and procedures in the agency. Must possess the ability to develop and maintain effective professional and public contacts and satisfactory working relationships with others. Selected applicants will be required to complete a State of Illinois employment application (form CMS-100) and will be required to present proof of admission to the Illinois Bar.

Salary commensurate with experience and within range authorized by State of Illinois.
This position is located in Springfield, IL and no relocation costs will be paid.
