Medical Director, Tuberculosis Prevention and Control Program

Position Description:
The Medical Director of the Tuberculosis (TB) Prevention and Control Program serves as a member of the leadership team for the control and prevention of TB in suburban Cook County. Responsible for establishing, maintaining, and directing all activities associated with the TB program including medical, laboratory, radiology and any other applicable clinical service. Works in conjunction with other TB management staff to coordinate epidemiologic, public health education and any other public health service. Serves as the liaison to the local medical community, participating in conferences and speaking to groups of physicians and infection control personnel. Reviews all TB cases in the County to assure that proper treatment has been administered, that patients are responding appropriately to their regimen, and that appropriate interventions have been initiated. Oversees the Direct Observed Therapy (DOT) program and leads all contact investigations including those involving institutional settings. Responsible for decisions regarding the appropriate application of legal means to compel compliance with treatment, impose isolation, and restrict travel on public transportation such as commercial aircraft. Familiarity with applicable municipal and state regulations and the accompanying procedures is very important. Because these responsibilities require credibility in the medical community, specialized training in Infectious Diseases, Pulmonary Medicine or Public Health is important. Performs other duties as assigned.

Qualifications:
• M.D. or D.O. degree, including completion of an accredited medical residency program.
• Illinois license in good standing to practice medicine as a physician, with board certification in an appropriate specialty such as Pulmonology or Infectious Diseases.
• Illinois Controlled Substance license and Drug Enforcement Agency (DEA) license.
• A Master’s degree in Public Health from a college or university accredited by the North Central Association or other regional, nationally-recognized accrediting agency, and relevant public health experience. Or completion of the Centers for Disease Control and Prevention Epidemic Intelligence Service (EIS) Office Fellowship, or alternative training or experience providing the public health knowledge and abilities needed for the position.

• At least three years of post-graduate progressive responsibility in clinical medicine or public health practice.
• At least two years of Medical Administration experience, preferably in a public health or similar setting.
• Must be able to obtain and maintain medical credentials in the respective specialty area of care with the appropriate Cook County Health & Hospitals System’s medical unit/department within six months of employment.
• Must be trained and certified in NIMS FEMA IS-100, 200, 700 and 800 management within six (6) months of employment. Must be trained and certified in NIMS FEMA IS-300 and 400 management within twelve (12) months of employment.
• Excellent communication skills, including writing and public speaking skills.
• Position requires moderate travel for which the employee must have a valid Illinois driver’s license in good standing and access to an insured vehicle.
• Must be available for “on-call” duty as required.
Preferred Qualifications:
• Demonstrated expertise in public health surveillance, epidemiology, outbreak investigation and outbreak response.
• Demonstrated skills in data analysis, including proficiency in the use of standard statistical software (SAS, SPSS, Epi Info, Access, Excel)
• Evidence of leadership abilities in the public health field, as demonstrated by prior accomplishments and/or publications.
• Board certification in infectious disease, pulmonology, preventive medicine or an appropriate medical specialty.
• Media training and experience desirable.
• Research and grant writing experience desirable.
• Proficiency in the use of Microsoft Word and PowerPoint.

Cook County Department of Public Health is the local public health authority serving approximately 2.2 million residents living in suburban Cook County, which surrounds the city of Chicago.
